Problem: java 1.8 maven < 3.3.3. Maven can not resolve config-artifacts, mdsal-artifacts,…

Solution: use maven > 3.3.3.

Repository Priority

Repos are accessed in reverse order in which they are declared (alsos in profiles).

profiles → activeProfiles
