Now both the patch and cms folder are in site-packages. Patch with:
patch -p1 < 40607f6d09527665c8f5dd8c9be31b0f711608a1.patch

Fixed: HTTP 405 Publishing pages #4351
Make sure you use the new javascript files after upgrading to 3.1.1 or above. (Make sure collectstatic is run on your server, clear browser cache etc). 3.1.1 fixed a security issue with the publish button, the two HTTP requests you're seeing indicate that it's still using the old JS.
